President of the Board of Supervisors David Chiu has proposed a ballot measure for June that might severely limit the potential to build high-rise buildings in downtown San Francisco. This is legislation that could greatly affect the degree to which the smart, environmentally-minded growth plans can be implemented in downtown San Francisco if passed by voters. The most ambitious building, the 1000 foot Transit Tower that Pelli Clarke Pelli won the rights to privately develop next to the Transbay Transit Center at First and Mission Streets, is certainly at risk.
